The European Central Bank (ECB) has appealed to the public to hold an open discussion on the topic of cryptocurrencies.

It is noteworthy that the ECB has repeatedly given examples of questions about the cryptocurrency on their news pages.
For example, in your tweet, the ECB has identified Bitcoin as a potential topic in which the question was raised about the ability of the cryptocurrency to displace traditional government-issued Fiat money.
